No. Vulva will swell much more when close even weeks out

Think she’s pregnant though? Or just normal (non pregnant) milk bags?

For a heifer, it looks like udder development of pregnancy.  If she was a cow I’d say more normal but I’m guessing she is. Weeks to couple months out. They’re all different when and the rate at which the bag develops. You should definitely be able to bump a calf at this point if she is.

Yeah when I left it was about half that. She’s filled a bunch in about 9 days

Then I’d say maybe 3-4 weeks.

As easy as she is you wouldn’t need much. Unless her demeanor changes with a calf.
